Kamati kuu ya usimamizi wa baraza linaloshughulikia masuala ya matumizi ya mtandao wa intaneti nchini (NIGF Steering Committee) imepanga rasmi tarehe ya mkutano wa kitaifa wa masuala ya intanenti (NIGF) ambao sasa utafanyika tarehe 11/9/2015 jijini Dar es Salaam.

Mwenyekiti wa Kamati kuu ya usimimazi ya NIGF, Bw. Kenneth Simbaya, alisema kuwa Kamati hiyo inayo wajibu mkubwa wa kuhakikisha mkutao huo unafanyika ili kutoa fursa kwa taasisi nyingine kupata uwelewa zaidi wa masuala haya intaneti hasa ikizingatiwa nchi yetu bado ipo nyuma sana kuhusu masuala mazima yanayohusiana na matumizi ya intaneti.

Pamoja na mambo mengine, kikao hicho kilichokaa tarehe 14/8/2015, kimefanya maamuzi mengine ikiwemo kuandaliwa kwa makubaliano maalumu ya utendaji kazi kati ya Kamati hiyo kuu na UTPC ambayo ni sekretarieti inayotekeleza maamuzi yote yanayofanywa na kamati hiyo.

Mbali na hilo, kamati hiyo pia imefanya uchambuzi makini wa mada mbalimbali ambazo zitatolewa na wadau katika mkutano huo wa kitaifa wa tarehe 11/9/2015.

Mada hizo, zilitolewa na Dr. Jim Yonaz ambaye ni mkufunzi wa chuo cha biashara cha IFM Dar es Salaam.

Alieleza kuwa, mada hizo zimechaguliwa kwa kuzingatia mambo muhimu na ya msingi ambayo wadau wengine wangependa kufahamu kuhusu matumizi ya mtandao wa intaneti na ambayo yatakuwa na manufaa kwa taifa zima.

“Uelewa kuhusu masuala ya matumizi ya mtandao wa intaneti ni vyema ukatolewa mapema kwa mwananchi wa kawaida hasa ikizingatiwa kasi ya ukuaji wa teknolojia ni kubwa ikilinganishwa na uelewa wa watumiaji wenyewe, hivyo mada hizi ni muhimu zikaelezwa kwa kina na wahusika” Aliongeza Dr. Yonaz

Mkutano huo wa kitaifa utapanga mambo mengine ikiwemo mada zitakazotolewa kwenye mkutano wa nchi za Afrika Mashariki (EAIGF) ambao umepangwa kufanyika tarehe 24 na 25 mwezi Septemba mjini Kampala Uganda na Dunia (UNIGF), ikiwemo orodha wadau watakotakiwa kuhudhuria mikutano hiyo ya kimataifa.

Members of Board of Directors at their meeting which took place recently in Dar es Salaam under the chairmanship of president, Mr. Kenneth Simbaya sited left at the high table.

In its 19th session, UTPC Board of Directors, passed a number of resolutions with the aim of improving efficiency and effectiveness in its service delivery.

The resolutions which were unanimously passed are: to remind all press clubs to organize for their election before August this year, and remind them to pay their annual fees.

Others are  to start preparation for the celebration of the World  Press Freedom Day 2016, which will be held in Mwanza, to direct Central Press Club to vacate their current town office which is unfit, as well as directing those press clubs which have not submitted their monthly  reports, lest they stand to loose UTPC support.

The Board also passed a resolution to commend the secretariat for getting an unqualified report, in its audited accounts for 2014.

Another important resolution passed is to look into various fundraising options in widening funding base.

The full Board was preceded by committee meetings namely Finance and Planning, and Ethics and Training, which deliberated very strongly on matters before submitting them to the Board for further actions.

All those meetings were held in Dar es Salaam at Denfrance hotel on 15 – 16 June 2015.

KLABU ya waandishi wa habari mkoa wa Simiyu (SMPC) imefanya mkutano wake wa kwanza wa uchaguzi na kupata viongozi wapya kwa mara ya kwanza tangu kuanzishwa kwake mwanzoni mwa mwaka huu.

Mkutano huo wa uchaguzi uliofanyika tarehe 1/8/2015, ulisimamiwa na Bw. Victor Maleko afisa programu anayeshughulikia masuala ya klabu kutoka kutoka Umoja wa Klabu za Waandishi wa Habari Tanzania (UTPC).

Pamoja na kwamba uchaguzi ulikuwa ndio ajenda muhimu ya mkutano huo, lakini pia marekebisho ya Katika ya SMPC ilikuwa ni moja ya ajenda ya mkutano huo.

Katiba ya klabu hiyo ilifanyiwa marekebisho katika maeneo mbalimbali ikiwemo sifa za mwanachama na viwango vya ada za kila mwaka kwa mwanachama.

Baada ya marekebisho hayo, ilifika ajenda ya uchaguzi ambapo uchaguzi huo ulifanyika kwa amani na utulivu na kwa kufuata misingi ya katiba na sheria za uchaguzi za klabu hiyo.

Wanachama halali walioshiriki uchaguzi huo kwa kupiga na kupigiwa kura walikuwa 11, na kura zilipigwa kwa namna mbili tofauri, moja ni kwa njia ya kura za NDIYO na HAPANA kwa nafasi zenye mgombea mmoja mmoja na njia nyingine ni kwa kuandika jina la mgombea kwa nafasi zenye wagombea zaidi ya mmoja.

Matokeo ya uchaguzi huo yalikuwa kama ifutavyo, Bw. Frank Kasamwa alichaguliwa kuwa Mwenyekiti, Bw. Paschal Michael alichaguliwa kuwa Makamu Mwenyekiti, Bw. Samwel Mwanga alichaguliwa kuwa Katibu Mtendaji na Bi. Costantine Mathias Katibu Mtendaji Msaidizi.

Wengine ni pamoja na Bi Happy Severine aliyeshinda nafasi ya Mtunza Hazina, Bi Neema Rubein, Mtunza Hazina Msaidizi na Wajumbe watano wa kamati tendaji ni pamoja na BW. Derick Milton, Bw. Faustine Fabian, Bw. Alua Ujuku, Bw. Faraja Mohamed na Bi. Anitha
Balingilaki.

Uchaguzi huu umefanyika mara baada ya kamati ya muda iliyokuwa ikiendesha klabu hii kumaliza muda wake na hivyo kupisha uchaguzi kufanyika.

Wadau wa vyombo vya habari Tanzania waazimia kuisaidia tasnia ya habari

Pichani ni wawakilishi kutoka mashirika mbalimbali ya kimataifa waliohudhuria maadhimisho ya siku ya uhuru wa vyombo vya habari duniani.

Siku ya Uhuru wa Vyombo vya Habari huadhimishwa duniani kote kila ifikapo tarehe 3 mwezi Mei.

Mwaka 2015, maadhimisho haya yamefanyika kitaifa mkoani Morogoro kuanzia tarehe 2 hadi 3 mwezi wa Mei.

Maadhimisho haya ya siku mbili, yalitangulia na shughuli mbalimbali zikiwemo uwasilishaji wa mada mbalimbali.

Mada hizo ni pamoja na “Better Reporting and Independent Journalism in the Digital Age, iliyowasilishwa na Erick Wambura (Senior Journalist and Correspondent for the East African) “Gender and Media” iliyowasilishwa na Valerie Msoka (TAMWA Executive Director) “Towards Better Digital Safety for Journalists and Their Sources” iliyowasilishwa na Maxence Melo (Jamii Forum CEO)

Hata hivyo, waandishi wa habari wakongwe walipewa muda wa kuelezea uzoefu wao wa kazi katika tasnia ya habari. Veterans waliopata nafasi hiyo ni pamoja na Masoud Masoud, Hamza Kasongo, Pili Mtambalike, Pascal Mayala, Ndimara Tegambwage na Eda Sanga.

Siku ya kwanza ilihitimishwa kwa waandishi kutoa shuhuda mbalimbali kuhusu Media Freedom Violations ambapo Maxence Melo (Mmiliki wa Jamii Forum), Majjid Mjengwa (Mmiliki wa Blogu) na Josephat Isango (Mwandishi wa habari) walizungumza.

Siku ya pili, maadhimisho haya yalisheheni shughuli nyingi zikiwemo ujumbe mfupi wa salamu kutoka kwa wawakilishi wa mashirika ya UNESCO, MCT, UTPC, TMF, MOAT, TEF, TAMWA, KAS na TCRA.

Pia salamu mbalimbali zilitolewa na wageni maalumu ambao ni Balozi Filiberto CerianSe Bregondi (EU Head of Delegation), Alvero Rodriguez (UN System – Resident Coordinator)

Baada ya salamu hizo, mada mbalimbali ziliwasilishwa na Bw. Innocent Mungy kutoka TCRA, ambaye aliongelea kuhusu mitandao ya kijamii kwa ujumla na namna ilivyomkomboa mtanzania kupata taarifa kwa haraka zaidi

Mada nyingine iliwasilishwa na Bw. Ernest Sungura (Mkurugenzi wa TMF) ambaye mada yake ilihusu “Reflection on the media landscape in Tanzania”

Kadhalika mkutano uliunda kamati maalumu ambayo kwa pamoja walitoa maazimio ambayo yalipitishwa kwa sauti moja ili utekelezaji wake uanze mapema.

Maazimio hayo ni kama ifuatavyo:

Kumshauri Rais wa Jamhuri ya Muungano wa Tanzania kutosaini miswada miwili – Muswada wa Sheria ya Takwimu na Muswada wa Sheria za Makosa ya Mtandaoni.

Kumtaka Rais aagize serikali, kuchukua mara moja, hatua za kisheria kwa wanaotenda jinai dhidi ya vyombo vya habari na wanahabari – matukio ambayo yameonekana zaidi katika kipindi cha miaka 10 sasa.

Kuwashauri wamiliki wa vyombo vya habari wachukue jukumu la kutoa elimu zaidi na kukuza maarifa na stadi kwa waandishi wanaowaajiri.

Waandishi wa habari watambue umuhimu wa kujiendeleza kitaaluma ili wawe na weledi na umahiri unaowapa heshima ya kitaaluma mbele ya waajiri wao.

Kuwashauri wamiliki wa vyombo vya habari watekeleze haki za wafanyakazi wao, ikiwa ni pamoja na kulipa mishahara kwa wakati; na kwa viwango vilivyokubaliwa;  na angalau kwa kiwango cha mishahara elekezi kutoka serikalini. Haki hizi ni pamoja na mikataba ya ajira, usalama kazini, matibabu na likizo.

Waandishi wa habari watumie mtandao wa intaneti kwa ajili ya kupata taarifa zaidi; lakini wafanye hivyo kwa uangalifu kwani siyo kila kitu mtandaoni ni cha kweli na sahihi.

Wamiliki wa vyombo vya habari na wahariri waweke mipango mahususi ya kutafuta na kuajiri wataalam wa matumizi ya mitandao ili kufunza waandishi wa habari, matumizi bora ya mitandao, ikiwa ni pamoja na usalama wa taarifa  wanazopokea, wanazoweka na wanazopitisha kwenye mitandao.

Wamiliki wa vyombo vya habari wahakikishe wanazingatia usawa wa jinsia katika ajira na mgawanyo wa majukumu; na wahariri waone kuwa ni wajibu wao kulea na kukuza vipaji vya waandishi wanawake na hasa wanaotoka vyuoni.

Kamati kushauri kila chombo cha habari kijenge maktaba na hifadhi nyingine za nyaraka – mtandaoni na katika chumba/jumba maalum – ili kurekodi historia ya watu na matukio, siku hadi siku kupitia vyombo vya habari, kwa matumizi ya marejeo ya sasa na baadaye. Aidha, vyombo vya habari vitumike kueneza utamaduni wa nchi badala ya kuwa vipaza sauti vya utamaduni wa nchi za nje.

Waandishi wa habari maveterani waunde Jukwaa litakalowezesha kuwatambulisha waliko ili vyombo vya habari na waandishi binafsi, waweze kuwafikia kwa urahisi na kuwatumia kupata maarifa zaidi kwa maendeleo yao na taaluma.

Waandishi wa habari wafungue kesi ya madai mahakamani dhidi ya serikali, kuhusu kifo cha mwandishi Daudi Mwangosi aliyeuawa mikononi mwa polisi.

Wamiliki wa vyombo vya habari, wahariri na wadau wa habari waliohudhuria maadhimisho ya leo ya Siku ya Uhuru wa Vyombo vya Habari Duniani, wanaahidi kusimama pamoja, kupigania utekelezaji wa maazimio haya.

Maazimio yote haya yatawasilishwa na kamati iliyoundwa ambayo mwenyekiti wake ni Bw. Ndimara Tegambwage.

Serikali ya mkoa wa Simiyu, imeahidi kushirikiana na Klabu ya Waandishi wa habari ya Simiyu (SMPC), kuendeleza tasnia ya habari mkoani humo.

Kauli hiyo imetolewa na Mkuu wa Mkoa wa Simiyu, Mheshimiwa Elaston Mbwillo, katika sherehe za uzinduzi wa Klabu hiyo, zilizofanyika mjini Bariadi, mapema mwezi Julai.

“Nawaomba muwaandikie wadau wote hapa mkoani, ili waifahamu klabu yenu na shughuli mnazofanya”, alisema Mkuu huyo wa Mkoa.

Katika hotuba yake, iliyosomwa na Mheshimiwa Ponsiano Nyomi, Mkuu wa wilaya ya Bariadi, aliwataka waandishi wa habari kuandika habari za kweli, zilizofanyiwa uchunguzi wa kina.

Awali Mratibu wa klabu hiyo, Frank Kasamwa, aliishukuru UTPC, kwa kuiwezesha  SMPC kusajiliwa, kupata vitendea kazi na kulipia ofisi.

Akisoma risala, Katibu wa SMPC, Samweli Mwanga alitaja changamoto zinazowakabili waandishi wa habari mkoani humo.

Changamoto hizo ni kutopewa ushirikiano na watendaji serikalini, kutukanwa na kubezwa na baadhi ya wadau.

Changamoto zingine ni ukosefu wa vitendea kazi kama kompyuta, kamera, meza na viti.

Katika sherehe fupi za uzinduzi wa klabu hiyo, wadau walichangia jumla ya Tsh 3,095,000/= ambazo ahadi zilikuwa ni Tsh 2,770,000/= na taslimu Tsh 325,000/=.

The Deputy Head of Mission and Head of Development Cooperation of the Swedish Embassy to Tanzania, Ms Maria van Berlekom and her colleagues paid a courtesy call to UTPC Secretariat recently.

The whole entourage comprising of herself, Anette Bolme and Annica Ranberg were introduced to the UTPC Secretariat, in a bid to familiarize with its operations.

UTPC Executive Director, Abubakar Karsan, presented a brief presentation about Media and Development, which discussed about the history of media organizations.

He also discussed about the factors that led to the demise of many media organizations in the country. According to Karsan, the most significant factors being lack of management and organizational skills.

He further explained about the history of the Press Clubs Project, which was the precursor to the UTPC Strategic Plan 2011 – 2013. He added that UTPC was in the final stages to finalize its Strategic Plan 2015 – 2019.

In her comments, Maria was highly impressed with UTPC operations and promised to support UTPC in fundraising for its new Strategic Plan 2015 – 2019.

Unscrupulous MRPC leaders expelled

Former Mara Regional Press Club’s (MRPC) leaders have been stripped off their membership, for allegedly embezzling Tsh 54 millions, granted by Tanzania Media Fund (TMF).

The decision was made by the members, in their Extraordinary General Meeting, that was held recently in Musoma town.

Those who were stripped off their membership are Emmanuel Bwimbo was the chairperson, Beldina Nyakeke, who was the Executive secretary and Folrence Focus, who was the treasurer.

Other are George Marato, who was a member of the executive committee and Emmanuel Chibassa who was an ordinary member.

The expelled leaders were in charge of the implementation of the project: Suppose it were you, which was given a grant of Tsh 80 millions by TMF.

The grant was supposed to finance of the project, which activities were to support disabled people.

The embezzlement of funds has been exposed by the forensic audit, conducted by KMC Associated, which was contracted by TMF.

The report has proven beyond any reasonable doubt the alleged leaders, are responsible in the embezzlement.

The Swedish Embassy has promised that it would certainly do its best to help organize other foreign Embassies based in Dar es Salaam so they attend a Donors’ Conference

The Swedish Embassy has promised that it would certainly do its best to help organize other foreign Embassies based in Dar es Salaam so they attend a Donors’ Conference

UTPC Strategic Plan 2015 – 2019, which is already in place, is to be higher on the agenda at the aforesaid Conference, to take place sometime this year in Dar es Salaam.

The Embassy’s Deputy Head of Development Cooperation Division, Ms Marie Berlekom made the assurances when responding to a briefing about UTPC, given by the Organization’s Executive Director, Mr Abubakar Karsan.

Through its International Development Agency (SIDA), the Swedish Government has been a generous, sole financier of UTPC Strategic Plan 2011 – 2013, which came to a close on 31st December, 2013.

Accompanied by her Embassy staff member namely Ms Anette Windholm Balme  during her  familiarization tour of the UTPC premises, which lasted almost an hour, Ms. Marie expressing delight at the performance of the  Press Clubs’ umbrella body. 

Touching on proposed draft Right to Information and Media Services Bills, she concurred with the media stakeholders who would have liked the Government to have them as two separate laws. 

The main principle of the stakeholders’ proposals on the Right to Information and Media Services is found in Article 18 of the United Republic of Tanzania’s Constitution, 1977 as amended in 2005.

Annual Review Meeting between UTPC and Swedish Embassy held earlier this month in Sumbawanga town.

UTPC stakeholders have expressed their satisfaction over the services being provided by Rukwa Press Club (RKPC).

That statement was achoed by a number of stakeholders, in the Annual Review Meeting, between UTPC and Swedish Embassy, held earlier this month in Sumbawanga town.

Nswima Ernest, a veteran journalist and member of RKPC said, “The training that we have been exposed to, have improved our ability in writing objective stories/features”.

On her part, Crisensia Daimon, a female journalist noted that in all UTPC activities, gender was given a top priority, adding,…”through gender sensitive strategy women journalists in the region have benefitted significantly.

Dr John Komba from an NGO known as RODI emphasized that their programme on maternal health and gender, has been highly successful through the support of Rukwa Press Club.

He said, “the journalists who are members of RKPC, have created an effective public awareness, about our project, which has made it so successful”.

In summing it up all, Nkasi District Commissioner, Iddi Kimonta endorsed RKPC’s contributions to regional.

He said, “Rukwa region is now very famous compared to the situation three years ago”.

On her part, Joyce Tesha, a Swedish Embassy’s Programme Officer, noted that they were happy with the UTPC performance, but suggested a number of measures to be taken by UTPC Board of Directors, with the aim of improving their perfomance.

She said UTPC should devise a fundraising strategy that will open up a funding base, instead of depending on one donor.

She also advised that UTPC should focus on national policy issues that are in a way affect media development, in the country.

In the Annual Review Meeting, which was attended by the UTPC President, Kenneth Simbaya and the Chair of the Board Committee on Ethics and Training Deo Nsokolo, UTPC presented a number of reports.

The presented reports are: The Annual Implementation Report, the Directors Report and its Management letter, for the year 2014.

In closing the meeting, UTPC President, Kenneth Simbaya, thank SIDA, for funding UTPC Strategic Plan, and promised to work even harder to achieve its goals.

Board of Directors endorses strategy for salvaging UTPC, Press Clubs

Board of Directors has passed a couple of resolutions, including endorsement of a strategy with a view to salvaging UTPC and regional Press Clubs from total disintegration.

Such decisions were reached during its one – day meeting, held recently at UTPC’s premises, situated along Balewa road, in Mwanza city.

After deliberating on a myriad of challenges currently facing the said institutions, the Board was satisfied that it was imperative that the Secretariat needs to be strengthened for it to be able to fulfil its obligations, based on the Board’s directives and Members General Meeting’s resolutions.

On fund raising issue, the Board resolved that UTPC truly needs to step up efforts to solicit funds from both local as well as foreign development partners.

A Finance and Planning  report submitted earlier on, proposed strategies that the Secretariat uses in salvaging oneself and which were subsequently endorsed by the Board including scouting new financiers of Strategic Plan 2015 – 2019 which is now on sale.

Under the aforesaid strategy, it is envisaged that the Secretariat will be strengthened further for it to be able to fulfil its obligations more effectively than ever before, resulting in staff members’ responsibilities and designations being restructured, strictly in conformity to separation of powers principle, which  emphasises team - work spirit.

Moreover, under the very strategy for salvaging UTPC already approved by the Board, the Secretariat will be tasked oversee Press Clubs with a critical eye, especially in matters pertaining to usage and management of Press Clubs’ property, including equipment and funds set aside for project implementation.

The overseeing obligation will be fulfilled not in compliance with an updated Memorandum of Understanding(MoU) only, but also by taking into account Press Clubs whose leaders are either weak or have contravened leadership code of conduct.

According to the new supervisory arrangement, project funds will no longer be disbursed to a Press Club characterized by mismanagement incidents and leadership wrangles unless and until proved challenges facing it have all been solved.

To the members of the Board of Directors, it was resolved that they play their pivotal oversight role in assisting the secretariat when it comes to scouting new donors.

For UTPC to be able to navigate safely its turbulent way through the Board was also reminded of their duty of making clarifications to Press clubs’ leaders on the importance of the hard decisions made.
